301 or 308?

Both are permanent. 308 additionally preserves the request method, which matters for form posts and APIs. Next.js and Vercel use 308 by default for permanent redirects; search engines treat them the same.

Do redirects pass ranking signals?

Google has said since 2016 that 301, 302 and 307 all pass PageRank. Use 301 for permanent moves so the new URL replaces the old one in the index.
